Cook the Rice: Start by cooking jasmine rice in your rice cooker, instant pot, or on the stovetop according to package directions. Keep it warm while you prep the rest.
Prepare the Beef Patties: In a small bowl, mix ground beef with onion powder, garlic powder, Montreal Steak Seasoning, and Worcestershire sauce. Divide the meat mixture into four equal portions and shape into patties. Place patties on a plate and cover with plastic wrap. Refrigerate at least 30 minutes before cooking. The patties can also be prepared ahead and stored in the refrigerator overnight.
Cook the Beef Patties: When ready to cook, season both sides of each patty with salt and pepper. Heat a cast-iron skillet or large pan over medium heat with one teaspoon of sesame oil plus one teaspoon of olive oil. Cook the hamburger patties on each side for 3-4 minutes or until golden brown and cooked to an internal temperature of 160°F. Then, set aside on a paper towel lined plate.
Make the Gravy: In the same pan, melt butter and add sliced onions and mushrooms to the pan. Season with salt and pepper. Cook sweet onions and mushrooms over medium heat until tender. Sprinkle in flour to create a roux, then slowly whisk in beef broth, a splash of soy sauce, and Worcestershire sauce. Simmer until the mixture thickens into a rich, savory onion mushroom gravy. Place cooked patties back into the pan and spoon some of the gravy over them. Cover and reduce heat to low while you cook the eggs.
Cook the Eggs: In a non-stick skillet with a bit of oil or butter, cook the sunny-side-up eggs over medium-low heat until the whites have set and the yolks are deliciously runny.
Assemble the Loco Moco: To serve, pile up a serving of rice in a bowl, place a beef patty on top, ladle over the mushroom onion gravy, and crown it with a crispy fried egg. Sprinkle with chopped green onions.
